Request for Proposals
(December, 2022)

Scope:  Produce an approximately 10-minute video presenting MSSA's gun safety message for kids.  The provider will develop the program, gather content, edit content, and provide a finished product, with emphasis on genuine e-learning presentation.

Basis:  MSSA's existing and approved gun safety message for children.

Target audience: Montana children in grades 1-3.

Delivery:  This content is to be made available Online to all Montana public schools, private schools, homeschoolers, and any interested parents, church groups, and youth groups such as 4-H.  This product will be placed in the public domain and is not a commercial effort.

Completion date:  July 1, 2024.

Evaluation criteria:

Each question should be substantiated with up to 300 words.

Training Expertise [100 points]
Does the entity offer training-related services as a primary business function? [25 points]
Does the entity have an expert in training and learning on-staff? [15 points]
Does the entity have experience offering curriculum development services? [15 points]
Does the entity have experience with video production? [25 points]
Does the entity have a director on-staff who is experienced in directing non-professional talent?

Does the entity have experience casting, directing, and filming children and youth actors? [10
points]

Online Learning Technology [70 points]
Does the entity have experience with online training production? [25 points]
Does the entity have experience with interactive video production? [15 points]
Does the entity have experience with curriculum development for migrating in-person training
into an online environment? [10 points]
Does the entity offer services to support additional training ecosystem components? [10 points]
Can the entity offer a turn-key solution to distribution of the completed program? [10 points]

Sourcing [75 points]
Is the entity local to Montana? [15 points]
Can the entity complete the production with Montana-based talent and production support? [10
points]
Can the entity offer an up-front quote that will not be exceeded without scope changes? [10
points]
Can the entity operate within MSSA’s payment terms? [20 points]
Is the entity appropriately insured? [20 points total - see guidelines.]
Insurance guidelines: Entity provides copies of: $2mil agg., $1mil/occurrence
Commercial General Liability policy [5 points], $2mil agg., $1mil/occurrence Errors &
Omissions [5 points], and $1mil commercial automotive liability [0 points, but
recommended]; Entity submits that they are able and willing to add MSSA as additional
insured on CGL and E&O policies [5 points]; Entity maintains a minimum of 36-month
extended coverage clause on CGL and E&O policies [5 points].

Integration with MSSA Mission [25 points]
Does the entity have a history of serving firearms-related organizations? [10 points]
